Code: DISM 0nline Add-Package PackagéPath:X:LangPacksWindows6.1-KB2483139-x64-ja-JP.cab Language packs can be downloaded directly from Microsoft here or here (if you dont want to use Windows Update), but you will need to convert them into CABs first using this tool. I think the following registry key controls whether the language bar is displayed or hidden. Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise says that.
